ROLAND M. FRONDA, EdD, CESO VI finished his undergraduate studies at the Philippine Normal University in Manila under the Olongapo City Government Scholarship Program and finished Bachelor in Secondary Education major in Music Education in 1994. While at PNU, he received the Gerardo G. Flores Foundation Scholarship Program for Music Education majors as he was at that time an active member of the PNU Chorale. In 1993, he organized and founded the Society for Young Music Educators (SYME) where he also served as President for two years. He was recommended by Dr. Loreto Gloria, former Dean of the PNU School of Culture and Arts for a scholarship in Voice under the tutelage of Prof. Salvacion Opus YƱiguez at the Sta. Isabel College of Music. In 2002, he finished his Master of Arts in Education with specialization in Music Education also at PNU and further his studies by finishing Doctor of Education major in Educational Management and Administration at Greenville College in 2012.

As a musician, Roland composed the Official Himno ng Lunsod ng OlongapoHe also won the ASEAN Council of Teachers (ACT) Hymn Writing Contest. He served as choir director of the Olongapo City National High School Youth that participated in the Silver Jubilee Celebration of the National Music Competition for Young Artists (NAMCYA) at the Cultural Center of the Philippines and a voice trainer and coach of NAMCYA Solo Voice Category B 1st runner-up in 1996. He also performed as a chorus member in the opera “Rigoletto” by Giuseppe Verdi produced by the Opera Guild of the Philippines as he was at that time a member of the Philippine Male Chorale (Aweng). He became a member of the Manila Vocal Ensemble in 1996 where he was able to participate in the cultural exchange program in Germany, Switzerland, and Belgium. He was an alumna-participant in the PNU Centennial production entitled “Sa Mahal Kong Bayan” which made series of performances in California, USA. In 2009, he qualified to participate in the Group Study Exchange Program of the Rotary Club of the Philippines in Wisconsin, USA.

As an educator, Roland serves as the Assistant Schools Division Superintendent of the Department of Education Schools Division Office of Bataan from January 2016 up to July 2020. He was assigned as Assistant Schools Division Superintendent of DepEd SDO Balanga City from July 2020 to March 2021. Presently, he is the OIC-Schools Division Superintendent of SDO Bataan and concurrent School Director of Bataan High School for the Arts. 

He started teaching at Olongapo City National High School immediately after graduation in 1994 from Teacher 1 to Master Teacher 1 and was promoted Education Program Supervisor in-charge of Music, Arts, and Social Studies at the age of 29. He was then promoted as Chief Education Supervisor - Schools Governance and Operations Division. He serves as Vice-Chairperson for Academic Affairs of the Olongapo City Christian School, Inc. He teaches part-time in the graduate school of Bataan Peninsula State University-Main Campus and at the Institute of Graduate School of Gordon College. He teaches Music courses for MAPEH majors at Columban College, Inc., to share his knowledge and experiences with would-be MAPEH teachers. Further, he was conferred Career Executive Service Eligible (CESE) upon successfully hurdling the four-stage eligibility process of the Career Executive Service Board. He also passed the 2015 Educational Management Test (EMT) also known as the  Schools Division Superintendent's Examination administered by the Department of Education in 2015. He was awarded one of the 10 National Outstanding Philippine Normal University Alumni in 2017 given by the Philippine Normal University Alumni Association and a recipient of PNUAA National Couple Awardee in 2005. In March and December 2020, he was appointed as full-fledged Assistant Schools Division Superintendent and Career Executive Service Office VI, respectively by no less than the His Excellency President Rodrigo R. Duterte. 

As an active church leader, Roland serves as a Deacon of the 20th Street Church of Christ and leads the praise and worship team and Sunday school ministries. He served as Choir Director of the church since 1992. He is happily married to a Mariane Regala Flores-Fronda, a PNU Alumna Batch 1994, and presently a School Principal IV in DepEd Olongapo City. They are blessed with two children, Karlheinz (studying in UP Diliman) and Kurt Heinrich (studying at Ateneo De Manila). His elder brother Rodel is the President of the Philippine Folkdance Society and an alumnus of the Philippine Bayanihan Dance Company. He was born on November 18, 1973, to Robert Guiang Fronda and Ester Sabado Mayor-Fronda in Botolan, Zambales.  He graduated elementary at Tapinac Elementary School and secondary at Olongapo City National High School. 

Roland believes that God will allow good things to happen so that he can serve better and make a difference. The Bible says: “many are called, but few are chosen”, and as a PNU alumnus, he is humbled that God has chosen him to serve, love, and help his fellowmen. Being a PNUan has given him the moral metamorphosis to become not just a public school music teacher, a school leader, a church worker, but a humane, committed, and God-fearing public servant.
